Superman is almost universally recognized as the strongest character in DC in general, and he's also by far the strongest character in the DCU so far. The DCU's hierarchy of power is built around the Man of Steel, and the only other character the franchise has introduced so far who can compare to him is Supergirl, who has the same powers.
