Job summary: - The Purchasing Manager is responsible for developing a strategic approach to the corporate procurement and material management process. - The successful candidate will direct the procurement of goods and services for the client. - They will develop a centralized procurement program that will add value and efficiency to the organization. Responsibilities: • Design, develop, and implement purchasing and contract management instructions, policies, procedures. • Establish processes and train staff in their adoption. • Participate in the development of specifications for equipment, products, or substitute materials. • Review claims and contracts for conformance to company policy. • Review, evaluate, and approve specifications for issuing and awarding purchase orders. • Plan, organize, direct, and control activities related to the procurement function. • Develop and communicate a procurement business plan; establish, communicate and implement long-term goals for the department. • Ensure strategic purchasing is taking place at the department by reviewing purchase requests, purchase orders, contracts, bids, proposals, and vendor agreements. • Provide advice, guidance, direction, and authorization to department personnel to carry out Procurement functions and procedures. • Negotiate with external vendors to secure the most advantageous terms. • Track and report key functional metrics to reduce expenses and improve effectiveness. • Collaborate with key persons to ensure clarity of specifications and expectations. • Interview and hire staff, oversee staff training, and manage performance reviews. • Oversee implementation of procurement of goods and services, and build relationships with contracted service providers.
