There is no definitive way to say who the greatest actors of all time are. There is no mathematical equation or checklist where we can tick the boxes off. It all comes down to connection. Do we, in some way, connect to the actor when we see them on the stage or screen. We don't always need a positive connection; we know Anthony Hopkins is not a good person when he plays Hannibal Lecter, but we can't help but be interested in him. The ability to create that connection, no matter what the role is, is what makes an actor great. And when it comes to connecting to the audience, few are as good at it as Frances McDormand.
